Why is my new carp lying at bottom of tank?

recently added a small carp to tank (60gls) with existing goldfish (4yrs old and same size) goldfish has been relentlessly chasing/nipping and ramming the carp for 24hrs - seems to be bullying - both introduced to new tank around same time. The carp is now lying underneath the filter on the bottom, still has a small swim occasionally but then returns to the bottom. Is it just resting after being chased, is this normal behaviour and will the goldfish eventually accept the carp or should i remove one? Any guidance very appreciated as it is really stressful to watch. p.s have done parial water changes and water quality ok
