What HPA tank to buy?

I would like to buy a good, but lower end tank. ($50-$100) I saw some PMI's on ansgear, they were from $60-70. Which one should i get? What does low pressure output and high pressure output mean?what cubic inch should i use?what does 3000-4000 mean?
