My microphone when recording records only the outbound sound but produces no inbound sound.?

My microphone when recording records only the outbound sound but produces no inbound sound. For example if I have music on and I am listening to music when i try to talk into the mic I will hear the music at normal volume but not hear what i said into mic this was done using voice recorder I think it is a settings option I need help.
