Is Higien�polis, Sao Paulo sort of a much safer place than others?

I originally wanted to go to Rio or Sao Paulo....Sao Paulo kind of scare me because it's like just one big huge city with so many kidnappings(which I know could happen in any area) but it's much higher in Sao Paulo! I found this area/neighborhood in S�o Paulo, called Higien�polis. Just wondering anyone has been there if it's rich/middle cl/poor? if it's one of the safest?
